Nomination process

The Illinois Department of Commerce and Economic Opportunity (DCEO) administers the OZ 2.0 nomination process and has opened a Smartsheet community input form through which local governments, economic development organizations, and community stakeholders in eligible tracts can submit information to help inform the state's final tract selections. DCEO published a webinar recording and FAQ on its OZ page to orient submitters; no scoring rubric has been posted publicly as of 2026-05-06. No state-level submission deadline has been announced; the federal nomination window opens July 1, 2026, giving the Governor 90 days (extendable by 30) to certify nominations to Treasury. Illinois may nominate up to 238 of its 950 eligible tracts, making community input a meaningful factor in DCEO's prioritization before the Governor's list is finalized. Questions can be directed to opportunityzones@illinois.gov.

Eligible tracts with CRA designation (LMI or distressed/underserved)

Banks earn CRA credit for investing in low- or moderate-income tracts (Track 1), and in non-metropolitan middle-income tracts officially designated distressed or underserved by FFIEC (Track 2). When an OZ project sits in a CRA-eligible tract, bank capital can satisfy CRA obligations while generating OZ tax benefits. How CRA and OZ interact →

Eligible tracts in top investability quintile (Urban Institute model)

The Urban Institute investability model scores OZ-eligible tracts by predicted likelihood of attracting private capital, based on OZ 1.0 investment patterns. Quintile 1 = highest predicted investability among scored tracts. Not all tracts are scored — coverage reflects tracts with sufficient OZ 1.0 data.
