Community input window closed 2026-05-17. The state is now in internal review.

Missouri DED is accepting tract nominations through a Submittable portal (open April 7–May 17, 2026); any stakeholder — local government, community development organization, or other entity — may submit, with one tract per form and no cap on the number of tracts a single submitter may put forward. The intake form asks submitters to document the tract’s census data, existing and planned investments, and the development rationale for designation. DED staff will review submissions against program criteria — including the statutory low-income thresholds under Notice 2025-50 — and weigh evidence of investment readiness and community need; a formal scoring rubric has not been published. In July, DED expects to release tentative tract recommendations for public comment; this is an advisory review of DED’s already-drafted slate, not a second nomination window. DED will finalize selections for the governor in August, with the official state nominations submitted to Treasury that month and new designations taking effect January 1, 2027. Jackson County (Kansas City) and St. Louis city together account for 167 of Missouri’s 523 eligible tracts; both cities saw OZ 1.0 capital concentrated in already-gentrifying neighborhoods. Community organizations in these markets should document anti-displacement strategies in their submissions — DED’s process allows for this even without a published community benefit criterion.

Missouri sits largely within the historic ceded territory of the Osage Nation (headquartered in Pawhuska, OK), whose ancestral lands covered much of present-day Missouri. The Osage Nation has a federally recognized Tribal Historic Preservation Office (THPO) and an active cultural preservation program. While no formal OZ 2.0 tribal consultation protocol has been published by Missouri DED, submitters nominating tracts in areas with documented Osage or other tribal cultural resources should contact the Osage Nation THPO (osageculture.com) or the Missouri State Historic Preservation Office before submitting. The Miami Tribe of Oklahoma and the Delaware Tribe of Indians also have historic ties to Missouri territory.
