Nomination process

The Ohio Department of Development (ODOD) is running the OZ 2.0 nomination process through a 30-day online portal at opportunityzones.ohio.gov. Reporting from June 2026 indicates the portal reopened/relaunched around June 10, 2026, which would put the submission deadline at approximately July 10, 2026 — this supersedes the earlier unconfirmed ~May 31 estimate, but should still be confirmed directly at opportunityzones.ohio.gov before submitting, since the underlying date came from aggregated reporting rather than an ODOD-published notice. ODOD has not published a direct OZ team contact email or phone; for questions, use the portal or call the ODOD main line at (614) 466-2317 and ask to be routed to the OZ 2.0 team. Local governments, regional planning bodies, and economic development organizations may submit nominations through the portal; no formal scoring rubric has been published, but ODOD has signaled that nominations demonstrating regional collaboration, alignment with existing economic development strategies, and connection to housing or revitalization plans will be weighted favorably. No current OZ 1.0 designations are automatically renewed — all tracts must be renominated. Greater Ohio Policy Center (greaterohio.org/opportunityzones) is serving as a statewide technical assistance resource; for Appalachian Ohio communities in southeastern counties, contact the Greater Ohio Policy Center before the deadline — they can help frame submissions in terms of ODOD's regional collaboration preference.

Eligible tracts with CRA designation (LMI or distressed/underserved)

Banks earn CRA credit for investing in low- or moderate-income tracts (Track 1), and in non-metropolitan middle-income tracts officially designated distressed or underserved by FFIEC (Track 2). When an OZ project sits in a CRA-eligible tract, bank capital can satisfy CRA obligations while generating OZ tax benefits. How CRA and OZ interact →

Eligible tracts in top investability quintile (Urban Institute model)

The Urban Institute investability model scores OZ-eligible tracts by predicted likelihood of attracting private capital, based on OZ 1.0 investment patterns. Quintile 1 = highest predicted investability among scored tracts. Not all tracts are scored — coverage reflects tracts with sufficient OZ 1.0 data.

Native / tribal

Ohio has no federally recognized tribes with current in-state reservations. Multiple Oklahoma-based tribes have historic Ohio connections — including the Seneca-Cayuga Nation, Shawnee Tribe, and Eastern Shawnee Tribe of Oklahoma. ODOD has not published a tribal consultation protocol. No tribal consultation action is required for the standard submission process, but communities aware of specific archaeological or cultural sites in candidate tracts should consult the Ohio Historic Preservation Office (ohiohistory.org/ohpo) before submitting.

Eligible tract counts: IRS Rev. Proc. 2026-14 (April 6, 2026). Rural designation: Notice 2025-50, Section 4.01. Status tier last verified 2026-06-16. Full methodology.
