Nomination process

Community input window closed 2026-06-19. The state is now in internal review.

Oklahoma Department of Commerce administers the OZ 2.0 nomination process in two phases. An initial public survey (March 2–April 10, 2026) gathered community input on which eligible tracts have strong economic development potential, covering types of planned development, geographic context, tract characteristics, and submitter contact information. Oklahoma Commerce then released its formal nomination form on April 10, 2026, available at forms.okcommerce.gov/260495603721860, with submissions due June 19, 2026 (per Commerce reporting; recommend confirming directly before treating as final). Contacts are Jon Chiappe (jon.chiappe@okcommerce.gov, 405-815-5210) and Aldwyn Sappleton (405-815-5369). Governor Stitt will submit Oklahoma's list of up to 104 nominated tracts — drawn from 413 eligible — when the federal 90-day window opens July 1, 2026; no scoring rubric has been published.

Eligible tracts with CRA designation (LMI or distressed/underserved)

Banks earn CRA credit for investing in low- or moderate-income tracts (Track 1), and in non-metropolitan middle-income tracts officially designated distressed or underserved by FFIEC (Track 2). When an OZ project sits in a CRA-eligible tract, bank capital can satisfy CRA obligations while generating OZ tax benefits. How CRA and OZ interact →

Eligible tracts in top investability quintile (Urban Institute model)

The Urban Institute investability model scores OZ-eligible tracts by predicted likelihood of attracting private capital, based on OZ 1.0 investment patterns. Quintile 1 = highest predicted investability among scored tracts. Not all tracts are scored — coverage reflects tracts with sufficient OZ 1.0 data.
