Community input window closed 2026-05-28. The state is now in internal review.

Washington State Department of Commerce is running a competitive Request for Applications (RFA) process to develop census tract nomination recommendations for Governor Ferguson; the application platform opened April 28, 2026, and submissions close May 28, 2026. Local governments, federally recognized tribes, Associate Development Organizations (ADOs), and other community entities may submit applications on behalf of eligible tracts. Commerce has published a scoring criteria PDF and a draft application template at the RFA page (commerce.wa.gov/funding/opportunity-zones-2-0-census-tract-designation-request-for-applications/); download and review the scoring PDF before drafting your application. Washington's 39 Associate Development Organizations (ADOs) — one per county — are the primary regional partners for non-tribal submitters; if you are a local government without staff capacity, contact your county's ADO first, as they may be co-submitting or can help frame your application. Questions must be submitted by May 21, 2026 — seven days before the deadline — so do not wait to start drafting. Two pre-proposal webinars were held May 7 (9–10 a.m. for rural and non-rural communities; 11 a.m.–noon for tribal governments); recordings are available on the Commerce OZ 2.0 page. Consistent with Governor Ferguson's Executive Order 25-10, the Centennial Accord, and RCW 43.376, Commerce is conducting formal government-to-government tribal consultation with Washington's 29 federally recognized tribes as a separate, parallel track — not a substitute for tribes also submitting applications through the RFA portal. Commerce's recommendations are due to the Governor by June 30, 2026, ahead of the federal nomination window opening July 1, 2026; Washington will nominate 99 tracts from 394 eligible, down from 139 current OZs.
